I've installed get_iplayer

on running as administrator the command box just shows

'get_iplayer.cmd' is not recognized as an internal or external command,
operable program or batch file.

C:\WINDOWS\system32>

Don't use "Run as Administrator". It breaks the menu shortcut, which opens get_iplayer in the correct directory. But if you insist, see this.
