I am successfully using this syntax to download a live stream but it starts from the time of execution.
get_iplayer --pid p03yyh6n --type livetv
Is there any way of recording the part that is still in the buffer on the live stream on the BBC Iplayer?

e.g. the timeline on iplayer lets me move back to the start of the buffer and watch from there.

Is there a command to start the stream recording as early as it can?

No. get_iplayer just delegates to ffmpeg, which plays the live streams as live. Rewind is a feature of the player on the iPlayer web site, and it depends on the rewind buffer being maintained on the server side.
