!!!!This isn't about using a VPN!!!. Instead of leaving your home broadband open to China/criminals/hackers etc, whilst you're travelling, I use a virtual machine, hosted on Amazon.
If you're an Amazon customer, you can use their Free-tier EC2 service.
I made one for a friend to show how easy it was, about 10 minutes start to finish to be able to download shows.
Create an Ubuntu VM in The Ireland node
I used the instructions on how to install get_iplayer for Ubuntu.

Then all you need do is transfer the files to your local PC.
So long as you don't use excessive bandwidth, it can remain free. Even the non free, can be as low as a £1 per month, if you actively manage usage.

You can suspend the VM when not in use. You can even set alerts if you're approaching the non free tier.
I hope this doesn't break any rules / offend anyone. I assume anyone who uses get_iplayer pay a UK licence fee, and has proper title to receive BBC programmes.
