Is anyone else experiencing problems downloading?
When using tvmode=best my downloads fail until it reaches flashvhigh2

Yes I definitely am experiencing download failures - all downloads in HD actually. I just posted a similar request you yours about a minute before you posted your request.

It appears that you may be accessing iPlayer from outside the UK via VPN, in which case neither solution may work.

As Dinky indicated a solution (one that worked for me) is to use the --modes=hlsbest switch on your command line (or in your batch file). It has been working great for almost 24 hours now on my home server.
Here's one line from the batch file that I wrote to automatically update my content:
perl.exe get_iplayer.pl --pvr-add=BBC_One_MCGaS "More Creatures Great And Small" --modes=hlsbest --type=tv --channel="BBC One" --file-prefix="<nameshort><-senum><-episodeshort>"
