Cannot connect to localhost:1935, Web PVR Manager wont load.

As the titles says this started happening hours ago, I can download the PID data using get_iplayer but when I click 'Web PVR Manager' it loads CMD Prompt and says 'INFO: Listening on 127.0.0.1:1935' and it opens a new tab for 'localhost:1935' but the page keeps loading and nothing happens.

Anyone else getting this bug or is it user related.

If so anyway of fixing it?

Something is blocking port 1935 - is anything else using it?

If you're using Windows 10, you can open port 1935 and that should fix it. That's what I just had to do.
Go to Control Panel\System and Security\Windows Defender Firewall
click on Advanced Settings, click on Inbound Rules
in the right pane, click add new rule and follow the instructions
