OK, solution was a weird one. Turns out I hadn't disabled my VPN - hosted in Sweden but endpoint is back here in UK. Egress IP seems to GeoIP to the UK. Why would the BBC disable what is effectively a lower quality stream, but leave the higher version available? Answers on a postcard....

Because not all the BBC CDN's geo-block VPN's in exactly the same manner.
